The role of the municipal guardian in the Health Care Planning project

Objective: This study aims to identify and explore the factors involved in the role of the municipal guardian in planning health care in municipalities in a health region in the Brazilian Amazon. Method: This is a documentary research and adopts a qualitative and quantitative research approach. It is based on the search for concrete information in the various documents selected to structure the research and outline its results. To support the research, activity reports and validated monitoring spreadsheets were used, provided by the granting institution, with anonymized information to guarantee ethics in the research. We worked by reference unit, with the number of laboratory units adhered to, defining an N(21), which corresponds to the number of laboratory units analyzed and guardians. 12 factors were investigated regarding the presence or absence of the guardians's performance. Results: 71.4% of the laboratory units managed to complete all the steps proposed for execution during this period, while 28.6% were unable to do so. The intervening factors with the most significant presence in the findings were Technical Knowledge, Openness to Change, Assiduity of activities and Management Stability. All these factors were present at 71.4% among municipal guardians. As for the factors whose absence was most significant, we had a stable employment relationship with 81% and the impact of political issues with 71.4%. Conclusion: Most guardians were able to successfully complete the activities of the Health Care Planning project, thus generating effective health results for the population in their territory of operation.
