A contratação temporária de profissionais da educação na rede estadual mineira em números: a extensão da prática e o perfil do profissional contratado

Abstract

The temporary and successive hiring of non-permanent education professionals has been used in recent years, in the State of Minas Gerais, as a means of circumventing the need to hold a public examination and fill positions. Such a deviation did not go beyond the constitutionality control that struck down the legal institute that underpinned the hiring. This article aims to analyze the extent of this practice, at the time of declaring its unconstitutionality, considering quantitative aspects of the administrative contracts signed in 2020. To this end, data made available by the State Department of Education of Minas Gerais on the number of temporary contracts, the education of the agents, their place of work and remuneration. Access to data was obtained through the Electronic System of the Citizen Information Service - e-SIC, an electronic website maintained by the State of Minas Gerais. The time frame proposed for data analysis coincides with the interval in which the constitutionality of this hiring policy was assessed by the Federal Supreme Court, that is, from 2019 to 2021. From the data obtained, it was observed that the number of civil servants temporary employees in the state education network in Minas Gerais outnumber permanent employees. Temporary hiring is more common in careers that work directly in state schools and have lower pay. Furthermore, there is a residual presence of agents hired without the minimum education required by law to practice the profession.
